Produced between 1997-2004...this drug movie had a Love Circle with a happy ending.
Struggles throughout the movie were:
Police raided a drug house, with girl humorously locked in bedroom
Guy gets taken to jail
Another girl's dog is green from her bf's drug chem lab, and she spends the majority of the movie trying to get the dog to the vet, but her bf only cares about his drugs.
The scenes are racy with flashes, the speed of the drugs setting in, and accentuated sounds for everything.
It's kinda mature audience, but with an air of immature, teen-angst.

it's not Requiem for a dream is it? i saw that movie a long time ago and i just remember it was "racy with flashes" and the sounds you speak of. hmm but i don't remember the dog part. so maybe not.
