There were a couple up for consideration.
As I was thinking about this, I think either Raleigh or Charlotte in NC (forget which one) were being considered.
Washington DC was also in serious consideration (but of course have since adopted the Expos).

Since the major leagues did not add any expansion teams in 2000, it's fair to say that ever single city in the United States failed to get a team.

Uh, wouldn't it be easier to look at all the cities that have a team? That is kind of like asking what movie didn't win an Oscar last year. Or what tree didn't get cut down to make 2x4's. Geez.

In addition to Jeff S.'s answer, there was talk about putting a team in Las Vegas. Of course none of the teams have been created.
The possibility of a team moving to one of these sites is more likely (such as Tampa Bay).

In 2000 it was Ft Lauterdale Florida. Because the Marlins in Florida don't really pull in that much GROSS Revenue. Ft Lauterdale Florida got over looked!!!!
