Bone meal is the usual choice but I would not recommend it. It seems to encourage pests like squirrels, skunks etc, to dig up your bulbs.
I like to garden organically where possible, but in this case I would recommend a chemical fertilizer like Bulb Booster rather than an organic product that attracts vermin!

Place Bone meal(Phosphorus) on the bottom of the hole for tulips. Bone meal stimulates the growth of roots and stems and speeds up flowering.
Blood meal (Nitrogen) stimulates leaf growth.

YOU CAN USE BOTH AS YOU CAN GET IT IN A COMBINED FERTILISER JUST MAKE SURE THAT YOU DILUTE IT FIRST INTO A WATERING CAN AND THEN APPLY. THIS IS THE BEST SOLUTION AND THEN WATER YOUR GARDEN AFTERWARDS. THIS THEN WONT BURN YOUR TULIPS.
