I do not understand how to configure these electrons and energy levels.

Electrons per shell :2,8,2. So there are 2 at the 3rd shell.

1s has 2, 2s has 2, 2p has 6, so 3s would have 2 and that's it.

It goes 1s2, 2s2, 2p6, 3s2, 3p6, 3d10(fills in after 4s), 4s2 and so on.

The first shell holds two, the second shell holds eight, the third shell holds 18, and the rest of them hold 32. d and f shells fill weird and it would be hard to explain too well here.
