The number is not nearly as important to your long-term health as your ratio of fat to muscle, your resting heart rate, and your blood pressure.
Further, the "average" for a 14 year old is really meaningless, since you're in the middle of puberty. If you go through that stage a little early or late, the true "average" can vary greatly.
Since you're likely a normal American girl, you're probably worried more about aesthetics and how you look. If you're 91 pounds at 5'3", you're clearly not done growing yet. I'd suggest getting into some athletic activities or sports at your school for a few years. By the time you're 17, you'll be lean, muscular, confident, self-assured, and proud of yourself... all of which are far more attractive than having some attribute like a big chest or the latest designer fashions.
Don't worry so much about the scale. What's far more important is that you use these incredibly valuable years from 14 to 19 to develop habits and attitudes that will shape your body and mind for the rest of your life.

That weight is absolutely in the normal range. The whole process of developing from a child into an adult continues straight through your teen years, so you still have a lot of development to do and weight gain is a part of that. Depending on your genetics and lifestyle habits, you may not grow much at all, or you may be like me and go up about 20 pounds in three years --not as bad as it sounds. Even if you don't get much bigger it's still a healthy weight for someone of your height.

I weighed about the same when I was 14. Im 21 now 5'8 and i only weigh 113 but the doctors don't think andything about it. you could just be like me and lots of others who just have small skeletal frames and are just normally and naturally a thin person. Models would kill for that!

You are probablly like me. I am 20 and weigh only 95 lbs. But my mom was the same way. she didn't start gaining weight till after she had two kids. You probably jus have a high motabolism. As long as you are eating right and staying healthy you are fine.

The answer to this question lies within yourself.
How do you feel about your weight to height ratio?
Just kept this in mind: Society plays a lot in the way people think about themselves, can you perform ALL of your daily tasks? if so, then your weight sould not have anything to do with it.

theres this formula
height minus 40... then multiplied by 11 nd then divided by 2
but 91 is very... not 14... more like 11

No, you should way a lot more than that. The average is probably around 130 lbs.

91 is ok. (is that 1st thing in the morning or at night? you may gain like 5lbs during day, so if you are 96 or 97 at night, that's totally fine)
