That list of the 31 highest is a good start. Note that eight of them are in Norway - and the highest has an uncertain height and an uncertain name: It's called Utigardsfossen, Nesdalsfossen or Ramnefjellsfossen. Depending on how you measure the height it's somewhere between 140m and 960m high. The valley where it's located has at least 50 waterfalls over 50m height, many of them nameless. It's even impossible to list all the waterfalls in that single small (but deep) valley!

You can't really answer that because people have water falls on their counters. Their is no known smallest water fall.
