I'll agree with DavidK93. As far as specific gravity = 1 and pH, Specific gravity could have just as easily been 10, the units are arbitrary; and distilled water has a slightly acidic pH

because the oxygen bonds are relitively weak in contrast to the hydrogen bonds which are strong making water a very polar substance hence its solvent properties.

It's because polar solvents dissolve polar solutes. Water is a strongly polar solvent, and most solutes of interest are also polar.
