What? high heels or flip flops with leggings? Um.. do you people wear flip flops with socks? Pantyhose? gross.
High heels would just be weird with leggings... well dressy heels would be weird. What kind of leggings? plain? patterned? It really kind of depends on a lot, like the skirt.. denim? leather? what color?
Platform style shoes would be cool, or chunky shoes. If you're going for the offbeat style like with striped leggings, you need Cons or Vans, like someone else here said.

Flip Flops or those tennis shoes that arent very sporty i forgot what they're called ... they're usually in plain colors like i have white ones...or Keds they are the cutest with a mini skirt!!!!

Ballet flats, but why would you want to wear a skirt and leggings? It is a bad look and who ever thought it up should be dragged into the woods and shot!

I'd personally pick little ballet flats, but anything you think is cute really. Just go with your personal style and don't be afraid to express yourself!
