My phone goes straight to voice mail if it is turned off, but is it possible that a phone could be turned off, yet you hear several rings before the voice mail comes on? Or do they all go straight to voice mail if shut off? I've called someone a couple times, and I'd think that he'd answer if the phone was turned on and ringing (though, my # comes up private, and he may not pick it up if he doesn't recognize the caller). I didn't leave a message because I hate answering machines and felt like this should be handled up front.

What do you mean it will show up on his bill - you can't be billed for missed calls, can you? He also does construction, so sometimes doesn't hear the phone - I forgot about that. It's a former employer I'm trying to reach about references. He prolly thinks it's a telemarketer that is bugging him, sigh. I could've sworn my old phone rang a few times before going to vm if turned off, but it was awhile ago, and they I'm sure have changed since then.

When you call him, the info is sent to his phone company, whos cell towers and computer systems try to locate the phone, if they can't locate the phone in a certain amount of time (usualy less then 1.5 seconds) then they won't send you a ringing sound. If the phone answers their call, and bassicly says "I am here" then it they will send you the ringing sound. But if his phone is off, unless there is a glitch in the computer system (very rare, doubt it is possible) then it will go streight to voice mail. You will NOT hear a ringing if his phone does not respond to his company saying "I'm here and can accept calls."
If you hear a ringing sound, and he doesn't answer, it WILL show up on his cell phone bill, and it WILL show up as a missed call on his phone. I hope I helped
Many people here don't know very much about cell phones, don't always trust what you hear on here.
I am not 100% it would show up on his bill, but if his cell phone rings, your number is recorded in the company's records. He won't be charged for not picking up, but it may show up on his bill, now that I think about it, it probably wont. But his phone company still has your number.
If you are calling from a land line, press *82 before you dial the number, just so he can see a number show up. Many people don't accept blocked calls. (Example: *82 (952) 291-1064)

Depends on wireless carrier and coverage in the area. Some times if your in a shady or bad coverage area you won't get voicemail or any rings if it is off or on! If your is a sunny or good coverage area you will likely just be transfered to the voicemail....or have a busy signal depending on the carrier. Please note it does take upto 5 minutes before the wireless tower determines the phone is off or on so sometimes if they just turned it off you may still get ringing but most likely you would get a busy signal. If they just turned it on you could get ringing, dead air, voicemail. Hope this was helpful!

I am 99% sure that if you are hearing it ring a few times, it is On and not shut-off. If you think he is not picking up because it is a private call, could you possible unblock your number or call from somwhere else? This person is probably avoiding you.
