From the Declaration of Independence, Jefferson is referring to the fact that government receives its power from the people. At that time, most countries were ruled by kings and queens (Monarchies), so this idea was revolutionary as opposed to the theory of the Divine Right of Kings which was the belief that kings and queens derived their power directly from God, not from the people they govern.
