I am looking for anything that will let me know LIVE that a webpage has just change either via email, cell text message, etc.

you don't want to use explorer, if the site offers RSS then you can subscribe to their feed, just add it to your yahoo or get a standalone news reader.

No, it is not possible for internet explorer or any software to tell you when a site updates.

I don't think that is possible. The best you can probably do is keep the link handy and click on it often every few days.

why don't you join their mailing list and you can get email when it is updated
