Mickey was introduced before Minnie mouse. The producer later realized that Mickey was getting lonely and needed some "tail", so he created Minnie Mouse.

It depends. Sometimes they do, sometimes they don't. It depends on the design. I collect Minnie and Mickey plushes, and some have tails and some don't. If you're referring to the characters at the parks, I'm not sure. They might.
