Oxford doesn't have a 'Humanities program'. You can study a Humanities subject like History or Geography; each subject within the university has its own department - there are no general 'Humanities' or 'Arts' programs. Each department for whatever subject is pretty much world class, however - you can be sure of getting a seriously good education.
There is no bias in the admissions program - there are stringent protocols to prevent bias and admit simply the best students with the most potential. It really doesn't matter where you come from - ignore the rumours.

This is not a serious question, right? On the off chance that it is, here's some ideas.
For most of the last 700 or 800 years, Oxford has been one of the most important universities in the world. The list of famous people who have studied there would fill a very large book and would include many of the most famous writers and poets in the English language. It is a great honor to be admitted to study there. Since it is in Britain, of course, most of the students admitted are British.
I wouldn't count on getting a Rhodes Scholarship. It is the highest honor that a college student can receive. In order to get one you have to be one of the very best students in your college, and generally your college has to been one of the best. So there are a lot of colleges that have never had even one single student who was good enough to win a Rhodes. Each year they might have say one student from Harvard, one from Yale, one from Duke, one from Stanford, and one from each of ten or fifteen other top schools, and then a few from other colleges.
You need to do a lot more research on your college choices!!!!

Oxford is definitely one of the world's best universities. Although once there was this guy called Billy who managed to get there because of Rhodes Scholarship, what he did with the intern subsequently did not manage to tarnish the university's reputation.

I don't have any personal experience, but there is a thing called the Rhodes Scholarship. Only a handful of them in about up to a couple dozen countries can win them; a small percentage to Americans. Win one and you can study there for 2 years. Yahoo search can give you more info.

You can apply there as an international student. Or you can get what's called a Rhode Scholarship. Its not biased at all. It's purely based on merit. Make sure you have two referee who would give them a good recommendations.
