I think they are really sweet and feminine but it must be worn with the right outfit, something casual and dainty :)

They okay, I'm a male. If i saw a girl with them on, i rally wouldn't think anything. They don't stand out. I like to see women in open toe shoes or stiletto's.

It does not matter what other people like or not, it is your sister that wear them, and it is important that she like them and feel comfortable in them. Yes, I think they fine and very lady like, your sister have good taste.
