Bob went shopping for Mah-Jong tiles at the local shop the other day. The Mah-Jong tiles were on sale for only 28 bucks each.

However, he got it in his head that, for good luck, the total amount of dollars he must spend must be a number where all of the digits are the same.

With that in mind, what is the MINIMUM NUMBER OF TILES he must buy?

Zero is not the answer and One is not also, because one tile= 28 dollars. The dollar amount has to be like 55,555 or something.

it is not clarified as to the minimum must equal the total he seeks (all same numerals)...... just asked what is minimum he must buy....
