Both. First to get the whiskers soft. It is not the lather(although it helps) that makes it easy to cut. You get a better shave out of soaked or steamed whiskers.
Then wash to cleanse any residue and to remove dirt and shaving cream. Shave in the shower. That is absolutely the best.
I have been doing it over 40 years.

i usually shower before and then wash after shaving, then apply a after shave lotion, not one of the alcohol based liquids but a lotion. that keeps the skin baby soft.
