a phone off of ebay and the phone is on the Tmobile plan can you change it to cingular plan?

Sure bring it over. You have to have it unlocked first and have an active Cingular sim to put into it. Welcome to the family.

as long as it is unlocked you can. If it is unlocked it will work with any sim card.
