Do you have to have a ceremony or vows in public to have a Biblical/scriputal marriage?

Looking for Biblical scriptures to back up ritual/ceremony/vows & what Biblical scriptures say what all constitutes what is considered a marriage between two people. Internet searches have shown this to be a very controversial subject. Do not want opinions, but actual scriptures on what is considered in God's eyes to be a marriage.

I think in answer to your question, you are required by Scripture to follow the rules governing marriage in whatever state you live in. Romans 13:1-7 says that we are to submit to government because God has appointed authorities over us. Hope this helps some
