Why the black market? Just go to any of hundreds of sites that will sell you a bullet proof vest or other body armor. They're not illegal.

does this look like the black market to you? and if ur trying to keep it a secret, doubt this is the BEST way to do it.
try looking in a dark alley somewhere...there might be a guy there w/ a bullet proof vest.

Why the black market? Call a local gun store and see if they carry them or know somewhere that does. If not, go down to your local fabric store, order a bolt of Kevlar, and then make one yourself.

I would get one from a police store or sporting goods store. That way you know what you are getting, how to use it and it'll have a warranty.
