You already have some correct answers here.

Maybe I can add some clarity.

You get 21 days before you need any visa at all if you are a passport holder from most nations. The exceptions are from Brazil and Israel you get 60 days, and less than 21 if you are from India or China.

Now you can renew the tourist visa up to 12 months, then you need to depart the country and come back where you can start all over again.

The steps are as follows:

Enter receving a 21 day stamp on your passport. Before that runs out you get a Visa waiver that extends your stay another 38 days. After this you renew your tourist visa every 2 months until you get to the 10th month when they will stamp your passport with a "final extension" giving you your last 2 months. This is where you exit the country going to any other and if you like come right back and begin the process for another year. After the next year you just repeat the process.

Lather, Rinse and repeat.

Its pretty simple really. If you are in Manila much better to pay a travel agent to take care of it for you at 500 pesos or about $10.00. But if you are in the provinces it is easy to walk in and walk out. Just see any of the BI field offices where the fees run about 2000 pesos ($40.00) for every 2 month extension. There is currently no limit to how many years you can stay in the Philippines on the tourist visa as long as you exit the country once a year.

Also see the source info here as it is a very active reference group where you can get answers for just about anything related to the Philippines.

*Added note- I am seeing some conflicting reports on here now so it is always good to check directly with the source, the people who make the laws and handle visas. Here is the link for the Department of Immigration for the Philippines. http://www.immigration.gov.ph/

A tourist visa to the Philippines is valid for 59 days. This can be extended at the local Immigration office for two months at a time;many travel agents also offer a service to accomplish the extension. Should you stay more than 6 months, you will be required to request an Exit Clearance to leave the country, which takes about one working day to accomplish(and four photos) Again, this can be done by a travel agent (such as I am) or at the Immigration office.
You could also enter the country, holding a Western passport ,for a period 21 days without a visa. Hope that this info is helpful

Like some have said it does depend on your country of citizenship. I am American and we are given 21 days visa stamp when we arrive, however I have over stayed that two times. (I have been to the Philippines 20 times in the past 2 years). The first time I over stayed it was by only 1 day and the officer on duty did not charge me anything. The second time, I was over by several days. They had me pay a fee. If I remember correctly it was something like $30 but don't hold me to that. You do NOT have to get a extension visa like some people have stated. There is NO punishment for over staying a short time, but you do have to pay some administrative "fees."

However, if you are planning to stay much over 21 days, then I suggest you go the embassy so they can let you know your options.

How long is the visa valid for?

Single-entry (59 days from date of issue); Multiple-entry (between 6 months and 1 year from date of issue). Visas normally allow stays of up to 59 days. Extensions are possible at the discretion of the Bureau of Immigration.

Visa waiver holders could stay for 21 days . You can call direct nearest your Philippine Embassy location in your country if you have more questions regarding your stay depends on your status..as there are lists of countries that could only stays on that 21 days limit and others do not belong to this category..If you are going to stay for more than 21 days, there are many ways to extend incase you need to stay more than those days.If you are visa waiver and not intended to stay for long days..you dont need to apply a tourist visa...but have to make sure before departure that you have all the requirements needed when traveling like passport, round trip tickets and payment for travel tax later if you are going back home..
Mr. Boz has more info added...
good day...

A visa waiver upon arrival (I think thats what you mean), is valid for 21 days, any longer than that and you will have to apply for a 2 month visa from the immigration department.

This is assuming you are travelling on a US, UK, Oz or NZ passport.
