Come on, the opposite of positive is not negative . Don't you remember the 'neutral' concept ?
It never rains inside but when people ask you if its raining outside it simply means whether or not ? Got nothing to do with inside-outside .
This is how people talk . Maybe its their way of being specific or precise . Its just extra words put in while speaking a sentence . Don't bother too much about it . Just answer them politely & make their day . The way I have made yours :)

No. This is a good question though. I never thought of it that way. I like it when I'm outside and so is the person I am talking to. To be smart they ask...Do you think it is going to rain? I think the only time it ever rains inside is when someone's roof is leaking. Good and funny quesiton.

I guess they were raised at the military hangar in San Fransisco I saw on TV the other day....under certain conditions clouds form and it can rain inside. Other than that I suppose people are just stating the obvious.

Good one! I am a night nurse. When I wake my patients in the morning they always ask me what the weather is doing. There are no windows at the nurses' desk and they have windows in their rooms. It's a small thing, but it bugs me. (I'll probably get ugly emails now) Have a nice day.

They are the same ones that ask if it's sunny out side, dark outside, or windy outside. Avoid them. Please, for your own safety shun them. I beg you to protect yourself. And really watch out for the ones that start a question with "we're friends, right"?
