Because it is usually very cold outside when people catch colds - and because they are stuck indoors trying to stay warm they spread more germs to and from each other and colds are caught because they are inside (stagnant air inside buildings) and there is no fresh air to carry it away on a breeze like there is in the warmer times of the year when people are outside more or have their windows open more.

The belief is that your blood chills, chill being the root word for cold and that you fever is your body's reaction to the chill trying to warm your blood. The belief comes from the observation that most colds come from braving the wind or rain. so technically the body goes chilly then feverish then chilly again then back to normal.
