Depending on the type it could do a variety of things. Most plumping glosses use ingredients like cinnamon that will "irritate" your lips so blood goes to them so they look bigger. Now there are some that say they contain things like collagen that temporarily plump your lips.

it irritates the lips, and when skin is irritated it triggers the body's inflammation response (blood rushing to the area, which means reddening & swelling). --> plump lips.

it puts like this harmless stuff in ur lips and it makes them bigger i have to say it does hurt a little when u put it on because it makes your lips slightly grow!

pepper derivatives, etc - they irritate the lip and basically cause swelling.
