Men or women by themselves cannot produce change of being.Their efforts must go in the right direction of balance within the development of a society.The most effective way that a society can grow is to understand that both men and women are essential to the harmonious development of any society.It would be impossible to determine who contributes more both are needed

Women, if you consider pregnancy, but I don't think that's what you mean. I don't feel you can determine one or the other fairly because women have not always had an equal opportunity so the answer would have to be men.
