Temperature is a very important factor. Brain surgeons have a technique that involves stopping the heart, and lowering the body temperature to very low levels to reduce the chance of hemmorage while they operate.
It is possible that your arms or legs could have their supply cut off for that amount of time, but there always is the chance of nerve damage and cell death.
Luck is also a factor.

My best guess would be skin cells. All the other major body cells that I can think of require uninterrupted blood flow.
