Take the number and raise it to the one-fourth power.
Say you are looking for the fourth root of 16.
Punch in:
16^(1/4)
Hit enter.
The calculator should say 2.

You have the function. It is under the MATH menu on the bottom of the screen. I think if you scroll - you will see something like x root y. If you press the button - you get something on the screen where you can enter x and y - x = 4 and y = 16 per the other poster's example.

TI-83 has too many functions accessible from the Menus at the bottom of the screen (where the 5 buttons are across the top row but beneath the screen).

to get any number x to any root z you must take whatever is under the square root and then put it to 1 over the z power.

so in your case x is under the fourth root
√X
pull the x out like this
(x)
and set that to the 1/z which is 1/4 power
(x)^(1/4)

Go into the math menu. From there find the symbol that looks like x√ Then you can type 4(symbol)and then the number. Also you can raise it to the (1/4) power.

You have to type "4" and then find the radical x function. Just make sure the 4 is before that.
