Well, I'm gonna have to disagree with you...If he's in prison, and has been denied parole three times, I'm thinking that he most definitely committed a crime that would jeopardize the safety of others in society. And, on top of that, the parole board appears to believe that he would do it again, or else they probably would have let him go.
They can continue denying parole until such time as his original sentence has been served.

Forever. Parole is not a right, it is a privilege. Also, in order to get parole he has to admit that he committed the crime. As long as he claims innocence he cannot go on parole.

This is a tough question, because the discretion lies with the parole board.
The parole board can require the inmate to "flatten" his sentence (do the entire amount of time) for various reasons.
He can hire an attorney, and I recommend he does. Look for one (call around) that handles post conviction remedies.

You can be denied parole up to the point that your sentence has been completely served. The parole board usually takes into consideration the offense committed, behavior while incarcerated, and programs (i.e., vocational programs, drug/alcohol programs) completed.

Its only depends on behavior. What you need to do is find you a sponsor. A Sponsor means someone who will stay with you until of your release date. Also a sponsor help with the Parole Board. By writing letters, recommendation. But you have to listen to sponsor, When him/she asked to enter different types programs. Do Not asked why.. Just GO. It will help you at the end.
