Uh...stuff your bra, or buy some of those "curves" bra inserts. They will make them look bigger, but once you take your bra off (in a steamy situation) you will look like a fool.
Just be happy with what you've got.

OK, I have devined that you actually mean to ask "How do you make fake breasts for a costume," for example, making really large breasts for a fat suit.
Am I right? I've seen this done in a theatrical costume shop. I cannot tell you the technical details, but I can tell you they used a lot of white material and cotton padding. I believe they make a body suit that is put on over the actress, but under her clothing, and pad it out with cotton batting. It's basically a fat suit with giant boobs.
Call the local theater company and ask if you can come in sometime and look at a "fat suit" for a woman sometime.

I'm not sure what you are asking. If you want to make fake breast for some kinda art project then use two balloons,glue and paper.and make your breast pinata style. .But if you re talking about making breast for yourself to enhance your look then see a Doc!
