Ok , i know what it is, it's a Visa card with a pre-paid amount on it, correct? How can i get one for myself? Can i get one without a bank account? I want to put a few things on ebay and i have to have a visa or mastercard to sell on ebay (something i didn't know), so....how / where can i get a visa preloaded card?

Yes. However, You will need to get one that can be registered for use online. I would recommend getting a re-loadable card.

You can sell on ebay without a Credit Card.

If you don't have a credit card or don't want to place your card on file, you can establish your proof of identity with ID Verify. Verification costs $5 and is valid until your name, home address or phone number change. You'll be charged only when you complete the process.

Visa Gift cards are a rip-off. Yes, you can buy them and the user can use them anywhere where Visa is taken, but you have to pay a fee of $5 or so to buy the card. If you buy a $50 card, you're paying a 10% rip-off fee right there.

If it is socially acceptable, just give the person cash! Cash is the universal gift certificate that can be used for anything, anywhere, and at anytime. Furthermore, cash may be used by the recipient to save or invest or pay needed bills, which gift cards cannot do.

You can usually buy them at the bank. I purchased them a couple of times before for friends at Christmas time. You do not need a bank account to buy one, but the bank does charge a fee for them. I bought mine from U.S. Bank (I believe it's $5, I'm not 100% on that though) I was looking through Visa's web site and found a link where you can find a visa gift card merchant near you:

Check with your bank to see if they offer it or if they can refer you to a reputably source for them.... You can put any amount on it.. but they also charge a service fee to making the card for you...check out differnt banks webs sites... you might find a link to a commercial site who provides this service.. but make sure it legit before you buy...

yes, you can most big grocery stores sell them now and even large malls.

just pay a small set up fee normal around $10.00 and put what ever amount you want on it..
