An even function has symmetry along an axis.

|-3x| can be redefined as:
-3x, where x =< 0
3x, where x =>0

The equations are therefore symmetrical at x = 0, and the function is therefore even.

Look at the definition of even/odd functions here: http://en.wikipedia.org/wiki/Even_function

Then, try plugging sample values for x to see if the function behaves the way an even/odd function is supposed to.
