Yes there is. Many people take this as a dumb question but it's not. These kind of measurements are used all around the world. Take military time for example. I think it's better to say it's 1:30 p.m. rather than saying it's 13:30...I hear people say some things like, "My child is 18 months old", why not a year and five months? How's about having two fourths of an apple? The thing is that yes there is such thing as five feet, twelve inches without the use of conversion. Just because conversion doesn't take place, it doesn't mean that equation is wrong.
