Why that wouldn't work: You'd need 3 splits, not two: The West Coast, the Eastern Seaboard around New York and Massechusetts, and the rest.
Assuming you could get the split down the middle, would you then have to consider establishing Liberal zones in the East coast for New York and Massechusetts? Cause you're not going to get Liberals to give up New York or Boston.

Well both would look just alike. Nothing getting done and both sides trashed. The working class saying the will not clean it up unless someone pays them. And on the other side you got the rich that is above cleaning up so they will have to hire from the other side to get it done for them being they are too lazy to work.
