Why are books banned and who has the authority to band them?

It is typical that a school district is managed by a state agency. The banning of books in schools is the most common form of such censorship.

Books get banned because the subject matter is considered by a faction to be harmful to our children. For example, in the 1970s it was common to ban books that dealt with subjects like homosexuality, while today we see this topic being explore on Prime-Time television. The factions that lobby for such actions by the state educational agency are typically moral/faith based groups that use the monies collected in the plates at churches to pursue these endeavors.
