I think he taught it to Ueki, and used it in the Law of Ueki anime series, hahaha. Seriously speaking, He couldn't teach that jutsu because it's a bloodline limit jutsu like the byakugan.

more than likely it's not because he COULDN'T teach that particular jutsu. while some jutsu's are teachable, some (aparently) are not, and only they (or a family member) is able to use the same jutsu (think bloodlines).

Because it is a type of Kekkei Genkai(bloodline limit) where he is the only person who can use the technique due to his unique DNA. The name of the techique in case you were wondering is Mokuton.
