I can see a nut on the front of the bracket holding the safety switch but it looks like it is spot welded.

If you remove this switch you may not be able to start your car It can be bypassed with a jumper wire but I wouldn't recommend it. But for the purpose of the question this is how to remove it.
Unhook the wire or unplug it. and turn the switch out by hand or a pair of pliers. The nut you are looking at is just there for the switch to thread into.There may be a vinyl nut there for adjusting the distance the switch is from the pedal.But it should come out easy. Ignore the welded nut!

In reponse to your question, my question would be WHY, you would want to bypass the clutch safety switch. It's there for a reason. You didn't specify the make, model and year of your vehicle, but on modern vehicles, that switch isn't just there to enable clutch disengaged starting of the vehicle only. It can also be an "input" to the vehicle's PCM, which if bypassed, can and will cause driveability problems.
