would like to know if we could annoy him back without getting in trouble.

It really depends on what he's doing to you. Does he know he's annoying and is refusing to stop? If he doesn't know, the best thing to do would be to nicely talk to him and ask him to curb his behavior (loud parties, barking dogs, yelling, etc).
If he knows what he is doing, and still won't stop or is being rude about it, you can always report it to the landlord (if you live in a rental) or the police (for noise violations). When you get into a bickering war with a neighbor, it's really a lot of trouble and doesn't accomplish anything.

It's important to have a clear understanding of what it is that is annoying you, and logistics. Is it an apartment neighbor? Are you ready to stand behind your guns once you pull 'em out off the holster? Is what the neighbor doing illegal and could end up with him/her going to jail??
Annoying covers alot of area, to a lot of different people. What I may like, you may find annoying..

So you annoy him back then he ups his annoying you and a visious circle starts. Have you tried talking in a reasonable and non-accussing manner ? What annoys one person may not even be noticed by another. Talking and compromise is usually best.

a prank I used to use back when I was a youngster-50 years ago-was to get some dog poop, put it in paper sack, place it on concrete steps/porch. light it and ring door bell. run like heck. Had a many laugh doing that. Works really well with fresh poop.

Just ignore him..Eventually he'll stop when he sees it's a waste of time..He'll start annoying someone else..Trust me..I overlook them all the time...

Um mabey you should just let them know there anoying and let them know you dont take crap from anyone and hopefully they will not be so annoying....
