Well it depends if you have sensitive skin but if you dont i would go with nair dissolving hair stuff it works really good but make sure to test it first. It only costs 6 dollers.

best is relative... see, there are several ways to remove hair

-waxing/sugaring: this is my preferred method for legs, face, bikini, and almost all body hair. if in australia i use nad's (the best ever made), rest of the world i use veet.
-depilatory cream: good for about one week, and they say that regrowth is finer than shaving, but personally i don't see much difference. also, if your skin's sensitive it can cause rashing/irritations. i once literally burnt my face from dep cream.
-electric depilator (dunno what it's called): it's this electric gadget that tweezes hair out of dry skin
-tweezing: yep, pluck it out one by one! the only method i use on eyebrows and underarms

Veet or Nair are creams they are pretty good but if you have really sensitive I wouldn't recommend using anywhere but on your legs.
