The more people watch the higher the ratings for the show. The higher the ratings the more the station can charge for commercials. It all boils down to greed. In the states I've had a lot of people tell me its a lot worse than overseas so be thankful for that.

The sound is denser in ads than on regular programmes, not higher or louder. Meaning there are more soundwaves going on, much closer together and more layers of them, particularly in the big music tracks they often use. Most programmes contain things like dialogue and ambient sound rather than 45 gospel choristers belting it out, so sudden density of sound makes us take note. Ah except for kiddies' programmes -- to try to retain their short attention spans, children's shows are usually filled to the brim with constant shouting, squealing, banging, chirping, chuckling, singing and mooing, so the ads are less noticeable when they make an appearance.

Same applies to music in movies. Just when you turn up the sound to hear the dialogue suddenly a blast of loud music!
I guess the answer to your question is as above but the solution to the problem would be a compressor which can keep the sound at the same level throughout. dont tell me TV companies dont have that!

it's called commercial television for that reason complain if you pay for it and there are adverts - the BBC is full of adverts and you pay for them as well on top of your tv license the BBC should not advertise shows or products thats why you pay a licence and why i refuse to own a tv to pay them

To get your attention! Hence the possibility of you noticing what products they are advertising. It seems to work, as you have already noticed the change in volume.
