Ask the council for a list of schools

Look them up on the internet - see their last few OFSTED reviews (or at least the last one! - preferably two, so you can see how they have changed)

Look round the school and see how the children behave, how much grafitti there is and so on.

Ask for their policies on bullying. If they say they have no bullying, do not send your daughter there! If they say they need to be told about any problems to sort them out, that is much more reasonable! (all schools have bullying, no matter what they say!)

Do a search for schools in that area, most will now have websites and on their sites there should be an OFSTED report, that might shed some light on whether the school is any good or not.

If the school does not have a website, you can do a search with ofsted for a copy of the report.
