The remark was obvious hyperbole, but consider the facts. While President Bush promised that the United States would be "a humble superpower" and assured us that he is "a uniter, not a divider". his administration has unilaterally withdrawn from international treaties, and, until the debacle in Iraq, has not been an active participant in multinational organizations.

At current oil prices (which are in large part the result of President Bush's failed middle-eastern policies) it is economically practical to extract Venezuela's vast oil reserves (while Saudi Arabia has the largest reserves of easily tapped oil, Venezuela's heavy crude reserves are the largest in the world.)
This gives President Chavez a voice on the world stage.

I would recommend a review of the economic policies of the two presidents -- they are clearly diametrically opposed. Individual opinions of the policies will differ, but note that that President Chavez appears to espouse Utopian Socialism. Thus, his statements describing President Bush reflect his opinions on United States economic policies. Unless the United States can achieve energy independence, the opinion of the Venezuelan president is likely to grow in significance.

The US government has been accused of trying to undermine the Chavez government in Venezuela by funding anonymous groups via its main international aid agency.
Millions given to "pro-democracy programmes" that Chavez supporters claim is a covert attempt to bankroll a plan to defeat the government.
Information on these grants has been obtained following a freedom of information request by AP news. USAID released copies of 132 contracts with the names and other idenifying information obscurred.
The implication is that there a great deal of money and a great effort by the Bush administration to oust or neutralise the legal government of Chavez.. what would you call him?

This is nothing new.....just an ignorant person spreading hatred to ignorant people who can only understand things like that....

BTW..i'm not calling these people the devil...i'm stating that they have all been called the devil by other world leaders and terrorist groups.

Chavez is a chump. He wants to be important and we're stupid enough to give him a forum in which he can spread his hatred worldwide. Get the UN out of here. They don't accomplish anything - they cost us millions of dollars and they tie up traffic every time they're in town. They allowed the genocide in Rwanda - they are allowing the genocide in Darfur - no one will help Lebanon - what ever happened to the Oil for Food scandal where the so-called President's son made a (literal) killing - shall I go on?
Arrest that cretin for threatening the life of our President on US soil.

He just had the balls to say openly what he and a great deal many more people think about Bush. But he never savaged America he just said Bush and co want to rule the world.
And there were quite a few chuckles raised when he said his speech.
