I don't know about pay-pal I don't think they do, but I know e-bay doesn't.

Hi, I had to contact paypal awhile ago. From memory, all I had to do is click on Paypal whilst I was in eBay. From there I click on "contact paypal" and they responded to me with a phone number to contact them on. I would assume every city would have a different contact number, cause I was given a local number to call. Good luck.

I think you are covered up to $500 if you paid using Paypal. Report to Ebay. Paypal is owned by Ebay as well.
