for every action there is a reaction, there are consequences ,
I could easily forgive for a wrong doing , and I will punish those who do wrong ,and yes there is some kind punishment but not to

There are many forms of punishment. That may not meet with what you see as proper punishment, But no wrong in the eyes of God, go un-punished. But along with atonement there must also exist repentance. Then comes good works. And believe me in some cases that is punishment enough. I don't know what happen and I hope that gave you a answer that will be of use to you.

Punishment comes in different forms and maybe not one we would necessarily choose for a person whom we think should be punished. So - forgiving someone might just be the best punishment of all.

You may not have to openly atone for what you have done, some people forgive without that. BUT, if you accept that forgiveness, that in itself may be a type of atonement, because in order to accept forgiveness, you have to acknowledge your error.

Atonement does not mean punishment it means satisfaction or reparations for a wrong.
And yes it is necessary for my forgiveness.

No. Conditional forgiveness isn't true forgiveness. It's like a gift one has to pay for.
