For electrical NOT including new service, aprox $2,500 depending on labor in your area. With service add about $1000
Note this is for basic items in an average home.
for plumbing, not replacing toilets and sinks? Probably similar costs as electrical, and adding fixtures such as toilets and sinks, would vary depending on what you wanted

This cost of this type of repair cannot be estimated without a lot more information. Do you have to upgrade the electrical entry and panel? Do you for some reason have to rewire the whole house? What are some of the issues with the plumbing? Are there one or two leaky pipes or a major issue with the stack or underground waste/drain pipe? Location also affects prices.
Maybe with more information I can give you a bit of an idea of the costs you might be facing.
