Dont worry about chirality (i.e. Phenyl ethanol)

first you might want to do some sort of SN2 reaction to get a halogen on the methyl group of the toluene, then consider a hydration reaction. It's been some time since I've cracked the ol' o-chem, so I can't be sure. Another route might be to consider free-radical addition of bromine and then a substitution reaction, or a grignard. good luck.
