The Netherlands have a constitution since 1814.

Belgium had a constitution when it was founded in 1830. This very liberal constitution has been used in a lot of other "new" countries as an example (I know that Roumania used it has an example).

The British North America Act of 1867, which functions as the core document of the Canadian Constitution would be the oldest constitutional document in the modern world behind that of the 1791 American document. This would beat out most Asian and European Documents which for the large part were created after the Second World War. The only place I would expect to disprove my assertion would come from South America where each one of those countries was founded in the fall out of the Napoleanic Wars and the Bolivarian revolutions. Thing is I would imagine that none of those states have been able to maintain a constitutional government from a date earlier than 1867. We'll see. I could well be proven wrong.

Poland was second country to have a constitution, but it was long time ago render null and void; so unfortunately no, it is not a Poland.

Probably France or Britain, though they were a monarchy for a time so it may not be right. Would have to be an old democracy though.
