when a person dies from strangulation, is the eyes always open and does the tongue always come out???

Based on my extensive experience as a strangler, yes. Yes, they do.

Eyes can be opened or closed. The tounge may or may not come out- depending if the neck was actually broken (as in strangluation by hanging) or garroted (loop around the neck pulled tight)
