Not necessarily. There could be any number of reasons such as the HR person is out of town or sick, feel you're not qualified for the position, feel you won't fit in with their company, etc.
I found that the best approach with a small company is to drop off your resume in person and be prepared for a short interview while you're there. If they see you they have a real person to associate with that piece of paper known as your resume.
Since you've already sent your resume it would be best if you called them to make an interview appointment. ..and if you said in your cover letter that you will call to schedule an interview, you should definitely call them.

Companies vary in the time they get back to you. Generally, if they are interested they will contact you within 2 weeks. However, I have gotten contacted within one day and as long as a few months. So, it really depends.

Generally, if you have their contact e-mail or general phone number, I think it is okay if you contact them..to confirm they got your resume..after 2 weeks. If they send you a confirmation e-mail right after you send your resume..generally, those are the companies that do not want you to follow up call. They will call or e-mail you if they are interested.

Did they definantly have a job opening? If you know for sure they did, I'd wait till the end of the week and maybe give them a call (or better yet go by) and inquire if they did get your resume and let them know your very interested in the job and hope to be hearing from them. It never hurts to ask.

I recommend waiting at least two weeks. Then call to make sure they got the resume. Most times employers get dozens of resumes at a time and don't respond to them.

No, it is not too late for an interview. You should do a follow up. Send them a note to tell them that you are still interested in the position. Or you can e-mail them. You have to be a little more assertive. Good Luck!

Some companies take forever to call; you can call to see if they got it, or call to see if they need anything else like references.
