i believe its the dry skin a a new borns head, if they ahve it. Aveno oatmeal lotion unscented.

aka cradle cap, is basically a build up of dead skin on the scalp.
I put vaseline on the lesions, then using a soft bristled brush and baby shampoo, I scrub off the dead skin the next day.
