A power is really just a shortcut for multiplying a number that many times.
So if I had the number 5 and I put it the the power of 3, which looks like this. 5 ^ 3 That means, 5*5*5 which is 125, 5*5=25, 25*5=125. So a number to the second power is, (Number)^2. So if the number is 25, then its 25*25, or 25^2. Which is 625

When dealing with powers, the rule is you multiply the base number by itself as many times as you raise the power.
Therefore,
4 = 2 to the second power (2x2)
8 = 2 to the third power (2x2x2)
16 = 2 to the fourth power (2x2x2x2)
Extra credit - Any number raised to zero power is 1.
