Content Management System
Although I think it can apply to anything, I tend to think of this term as implying a technology related system, such as a database used to manage files or a computer application to make automatic updates to webpages, etc.

A CMS is a content management system. It simply means a read-to-run solution used to track content items, like text files, documents, pictures, etc. They are tracked by categories, date and membership groups.
What all this means is that you can have an office with different departments, each one with its own set of restricted documents. They can modify their stuff, and read documents from other departments. All of this can be done through a single installation of a CMS package. Even better: many of the best CMS packages out there are both free and very easy to setup and maintain.
We like to call these "shake and bake portals."
